I’ve had some 3rd party scripts mess with max before, and I had to remove the scripts and reset max back its default settings to get everything back to normal.

Make sure you save your work and backup anything from the installation directory that isn’t part of the install (your own files).
Uninstall Max
Delete the installation directory
Locate the directory (in Docs&Settings) for that version of max - see this post for help in finding it. The one you want is marked as <version> in that post. Delete it and all its contents.
You may want to use a registry cleaner to remove any remnants in the registry though that’s up to you.

Reinstall max (as admin even on xp), make certain that firewalls/anti virus etc are not running during the install. Remember that most such programs are still resident even if you disable them - you have to stop them loading and reboot to make sure. Run max at least once as admin, then you can re-enable everything you stopped earlier. Obviously do NOT install any plugins or run any scripts until after you’re sure max is functioning correctly.

If that doesn’t fix it I don’t know what will.

Max 4.2 through 2013.
XP-64 (SP2)
NVidia 9800GTX-512 (Driver 266.58).
Core 2 Quad Q6600 2.4GHz, 8Gb Ram, DX9.0c.
