Yes, I have seen/read about non-conductive fluids used to cool down systems.

Here’s a site that has a commercial oil cooled systems for sale http://www.hardcorecomputer.com/

Personally I don’t think that oil or any liquid submersion system will catch on. Maybe in the future will have cooling technology similar to air conditioners, but don’t require freon.
