Does 3ds 9 use only 1 processor even if you have a quad core?aside from when it’s rendering…
I saw someone say in this thread that it only uses 1

Some functions in Max are mutithreaded, some are not.
Scanline rendering uses all 4 cores. Playing the animation in the viewport uses primarily 1 core.
What functions are you curious about?

Setup a Mental Ray render if you want to see some cores slamming 100%!

I was wondering what’s best for overall performance since I want to get a new comp
is it worth going for the full quad core or is 2 enough?

I always say buy as much machine as you can reasonably afford, a dual quad core would be my style - but then this is my day job. Also the Nehalem’s are going to be coming out soon, if you want bleeding edge technology with direct connect memory and possibly a 20 - 40 percent gain in performance…
Nothing wrong with spending less, to fit your style, and there are some great buys out there now.
