It appears there was an oversight in the implementation of the new “Auto Key Default Frame” setting in Preferences.  If your maxstart scene is at a frame-rate other than 30fps, this setting will always reset back to ZERO when you restart Max.  We discovered the problem is that Max stores this value as TICKS in the 3dsmax.ini, and is always set to 160 if you change the setting in preferences to 1.  The correct value for 24fps is 200 (4800 ticks/per second / 24 frames = 200).  If we set the ini value to 200 it gets reset back to 160 when you exit Max.

Hopefully this has been addressed in Max 2009.

*Ahem*.  Problem still around in 2011.  Also would be nice to make default frame rate an ini setting.
