I cannot find in the “help” where to change the size of the manipulating ‘cross’ or ‘circle’. I am referring to the very basic manipulators. The ones you use when you want to move something in a scene. Mine are so small I can’t see them well enough to use them correctly.

You mean the Transform Gizmos, for Move, Rotate and Scale?
= and - keys. Not the ones on the numerical keypad.
Also: Customize > Preferences > Gizmos: Size.
