Why not set a keyboard shortcut for the Arc Rotate?
I don’t use the middle mouse button for anything but Pan and Zoom (guess I forgot about the Arc Rotate option while developing my Max usage, though I may try to incorporate it if I remember).
I use “V”, but then you do have to either redo the shortcut to toggle the operation or right click (so as not to disturb anything selected) in a viewport to remove the Arc Rotate mode.
