Rendering 3D animated objects as 2D animations

I’ve watched many an animation where by the characters were developed and animated in 3D but the finished results were in 2D. How was this done?

Do I texture everything the way I want it to look as a finished product

Do I use post-production tools such as combustion

The first thing you should look into, I’d say, is FinalToon.  Also the Swift/Max plugin.

Also, the Ink ‘n’ Paint material built into max and the mental ray contour shader with high self-illumination on the surfaces can give good results if you just want to play with it without buying expensive plug-ins.
