Rotation Inheritance Question

I hate to ask this because it seems so simple, but I’m obviously having a brain cramp.

I have a dual set of rear axles on a tractor trailer. They are attached to a dummy object which is centered between the dual axles. This dummy object should pass along positional and Z-axis rotational information from the dummy, but am having issues with the pivot point misbehaving.

If the tires are detached, they rotate correctly locally around their own centers (their pivots have been centered and aligned okay). If they are linked to the dummy, they move with the dummy and rotate around the dummy’s center.

I need them to rotate around their own centers, while moving with the dummy. I thought that this might be an issue with turning on/off an Inherit setting under the Hierarchy, but I’m not getting proper results there and sure I’m looking in the wrong place. (Essentially, turning off inherit rotation leaves the axles are rotating about a center which is neither their own, nor that of the dummy - maybe a world center?.)

Your suggestions?

Don’t link them...Constrain them (Orientation)
