In between 100-150 looked good to me, but you can go higher or lower to whatever looks good for you.

Hers is a render with the speed up. How can I keep the particles on the path with the increased speed?

You know, I have the 3D max Bible and it don’t talk too much about doing what I’m trying to do. I can’t be the only one trying to keep particles on a path

The only thing I changed from your scene was the speed of the blizzard system. If that’s all you did, it should have stayed on the path.
But after that, I went and modified your setup to get the particles to flow like you want. One big thing to get the particles to flow at a constant rate is to increase the number of vertices in your spline so that each segment’s length is fairly similar. I also filleted the corners to get a curve, you don’t have to use that if you don’t want to. And the blizzard’s location relative to the beginning of the spline is also important, so I aligned it to the first vertice.
I didn’t notice what version Max you’re using, but the attached scene is in Max 2009.
