I have a look at constraint setup using an eyeball and dummy. no problem moving the eyeball via the dummy. But when i attached the eye or link it to the headbone, then move the headbone, the eyeball moves with the bone and rotates because the dummy is stationary. How can I get it so the eyeball moves with the head and only rotates when I move the dummy ?

Thanks,

Link the dummy to the head bone too. If you need it to attach to the world or other objects in the scene at some times, then use a Link Constraint to attach it at the frames you want.
