F1 is your friend - it’s all in the help. Search for Biped Rollout.
Max 4.2 through 2014, Composite 2014.
XP-64 (SP2).
nVidia 9800GTX+ (512MB) (Driver 314.22).
i5-3570K @ 4.4GHz, 8Gb Ram, DX9.0c.

That button (Move all Mode) has been there, with the same icon, in the same location of the same rollout since at least Max7 and probably before that.
Service packs won’t have anything to do with it. W7 - maybe, graphics drivers - maybe.
How about a screenshot showing us the problem?

I can’t tell you where that panel has gone - because I have no idea how you lost it.
There is something wrong with your Max though - look at the way some of the rollouts are not the full width of the panels. Or maybe the panels are too wide as are many of the rollouts. I suspect you’ll continue to have problems until you sort that out.
This is what it should look like:-

Simplest causes are often the hardest to find. Never crossed my mind to alter the height of the panel - something I never do myself. Glad you sorted it anyway :)
