FBX unable to find FPS property accessor within scene

I am unable to find the gloabal FPS property accessor within the scene object. If I look at the FBX file I see this:

;Version 5 settings
;------------------------------------------------------------------

Version5: {
. . .
Settings: {
FrameRate: “30” <-- This is the property that I am after
. . .
}
