Do you want to actually see the lightning, or just get the flashing light effect of it?
For the light, create a light, then open Track view. Expand the light’s Ojbect tracks, and assign a Noise Float controller to the Multiplier track. Now the light will flicker, adjust the settings, Frequency etc.. to your liking. So the lightning is not constantly there, Keyframe the Strength from off to on then off again for the duration of the lightning strike.
To see the lightning, it could be done post render in a compositor, some have plugins/effects for this, or even rotorscope (hand paint) the lightning onto the rendered frames with a glow effect.
To do it within Max, you could try a renderable spline, with Self Illumination, a visibility track and animated noise. Or a plane mapped with opacity and self illumination from a lightning image.
Google some reference images or even footage to see how it really looks.
If you can get some lightning footage, you could comp that on.

Do you mean Attenuation? You can set the falloff distance for that in the light’s parameters.
