Did you use the the default directory when installing Max 2009?
(buzzer) Never mind, I see you are referencing the default folder.

You need to have paths to the directories containing the maps (not materials - image files). Customise | Configure User Paths | External Files tab allows you to add paths so Max will know where to look for the images.
You also need to understand the difference between material libraries, materials and maps (image files) - your question is somewhat confusing because you’re mixing up the terminology.
A Material Library is a single file containing many Materials. Material/Map Browser | Browse from Mtl Library will show the contents of the current library (normally 3dsmax.mat).
A Material is what you apply to an object. It can contain (in some cases) other materials, procedural maps (checker, noise etc) and bitMaps (image files like .bmp, .png, .jpg etc). The bitmaps are not stored in the max scene files, they are just files on the hard drive. You will get that “missing map” warning when you load the scene if Max can’t find the file.

So you aren’t finding 3dsmax.mat automatically? That is to do with the Project Folders.
Customise | Configure User paths. At the top is a Project Folder. Within that folder is a directory called materiallibraries. Copy 3dsMax.mat from where it is now in C:\Program Files\Autodesk\3ds Max 2009\materiallibraries to that directory. Max should then find it.
