If you bought 2009 all the material libraries are included.
What has brought you to the conclusion you don’t have the material libraries?
For a full installation, they are NOT in the \My Documents\3ds\materialligraries.
They ARE in C:\Program Files\Autodesk\3ds Max Design 2009\materiallibraries
If you downloaded the 30-day trial, you are correct, the material libraries are not included. And, no, you cannot buy just the libraries.

When you select material libraries in the material editor you also have to select “open file” and then navigate to the file folder described by Mr Wilbers. It is a bit confusing because the folder Max opens as a default is the wrong folder as described by Mr Wilbers.... and it is empty.

It seems wrong, but it’s correct as the assumption is that you will keep project related libraries in with the project. You can override that by going to Customise > Configure user paths, changing the material libraries entry to point to the “real” localtion and then making the path absolute.
