Cloth modifier preserve option not working

I have a skinned dress.  I want the bottom half of the dress processed with the cloth modifier while maintaining the skinning on top (using the Preserve setting on cloth groups). This is the exact situation that Autodesk mentions as an example when describing Preserve in the cloth modifier help.

As soon as I start the simulation, the preserve Group billows out.  Why is it doing this?  I want it to stay put—and just ignore cloth and follow the skin modifier only.
