Scene States not holding correct exposure value

Hey all - I’ve always had problems with Max scene states losing their settings (anyone else?) and I guess I was a tad naive to think that autodesk would get the kinks worked out (of anything).

Anyway, in 2010, it looks like the scene state manager is a bit more stable, but I can’t for the life of me get it to hold the correct exposure value.

Anybody else?

I’m not an old-time user, but by the way when I was working on an architectural scene yesterday I used this feature for the first time but environment value confused me!
I sought for root of problem in other settings but did not find anything!

Intel Core i7 920 @2.67GHz, 6 Gb Ram 2000, GeForce GTX 470.
Windows xp 64-bit SP2 & Windows 7 Ultimate 64-bit.
3ds Max 2011 SP1 & 2012 64-bit.
