Why is your soft shadows multiplier so low?

I can’t really tell from the images you posted what the problem is but you should try setting it at 1.0 and see what you get.

It looks like you have Caustics enabled, is that it?
Not just the soft shadows, but the glossy samples multipliers are low too.
