I can’t seem to find the vray displacement modifier anywhere. I know it’s supposed to be in the modifier list but I just can’t find it.

I am completely new to using vray displacement modifier, so I may be missing something.

If you have Vray installed then you will find this in the modifer tab in the drop-down list. I use this all the time, its a very useful tool!

Vray is a renderer, like Mental Ray or Scanline. To obtain it you have to buy it, I’m afraid.
