Tiles Map - Logic?

Can someone explain to me the logic behind the number of tiles that show up when changing the “% Holes”?

My experiments show this:
on a 2’x2’ sample of modular brick (running bond)<table>

<tr><td>50</td><td>8.5</td><td>68.5</td></tr>
<tr><td>70</td><td>5.5</td><td>79.6%</td></tr>
<tr><td>90</td><td>5.5</td><td>79.6%</td></tr>
</table>

There does not appear to be a linear association between the percent holes and the number of holes actually created.

Scratching my head.
