Where can I find hdris which will give me rights to re-sell as long as it's included as one of my 3d model assets.

So basically, I am looking for something like cgtextures.com or 3d.sk
they allow me to sell their textures if it’s not being sold as it is.
meaning you can sell it as long as you used it as one of your 3d scene assets.

Have you thought about buying a garden mirror ball and creating your own?  There are some free utilities out there that allow you to fairly easily create your own as long as you know how to use your digital camera correctly.

Another option is to render them from an application such as Vue - we make all our skydomes that way, as not only are they rights-free but they have no camera artifacts to repair, and we can make them as large or as small as necessary. It’s a lot quicker to design the clouds and horizon in Vue than it is to search the Web for a real HDRI probe that’s exactly what you want for a scene.
