i am having trouble modelling the layers

so far i have used illustrator for base spline / then extruded and then duplicated and then changed the shape manually on each duplicate

is there a method where i can do this diffrently

If you set your contour lines to the correct height, you can use the Terrain compound object to create a contour model like that.  By default, it will want to make a smooth terrain, but there is a setting in there called Layered Solid that will give you the effect you want.
