rotation problem

this is the situation
the hook helper is linked to the wire helper that is linked to the crane arm, the wire helper has a world orientation constraint
when i rase the crane arm the hook holdes it’s orientation, but when i turn the crane arm it also hold it’s orientation so it doesn’t rotate. that of cause is the wire helper that hold it’s position and doesn’t rotate
how do i fix that so the wire helper is constrained to the world so the hook points down but also rotate when the crane tunes? is there some way i can constrain only in the y axis, or is there an other approach to this problem?

Remove your World Orientation Constraint and go to the Hierarchy panel where you will find the Link Info tab. Un-check the X and Y rotation boxes as seen below…
