The SDK comes with Max (not Max Design) so upgrading to the latest version of Max would one way (perhaps the only way).
Max 4.2 through 2013.

no,i download the latest 3DS MAX 2012,student licence,didnt find it!!!

Then I can’t help. I have it, but I have a full commercial license. It’s a separate install, so re-run the Max installer and see if the option is there or not.

if you ran the full downloaded installer - then it should be unpacked here:
C:\Autodesk\Autodesk_3ds_Max_2012_English_Win_32-64bit\x86\Tools\MAXSDK\SDK_3dsMax2012.msi
(you can install SDK without running full setup).
