In CAT, if I want to add an absolute layer which affects only the right arm… I have to manually select each limb, and turn the local weight to 0. I have to do this for each piece (ribcage, left arm, head, left leg, right leg) one at a time.

This is unnecessarily tedious.  Either let us select all CAT pieces and allows us adjust Local Weight (instead of hiding the CAT interface) OR better yet, make a command which sets all CAT rig pieces to a local weight of 0.  Then we only need to turn ON what piece should be affected, rather than turning off everything else.
