crtl or alt arrow does not work to step 1 frame foward. any suggestions?

To step forward 1 frame, it is the CTRL key on the right side of the keyboard.

To step back 1 frame, it is the ALT key on the right side of the keyboard.

There are no cursor/arrow keys involved. If that is not the issue, I would try creating a new user.
