Where's my anim layers tab? :(

Freshly installed 2009 at work and appear to have no anim layers tab next to the Display and render layers tabs. Do I need to turn it on in a setting somewhere??

OK so I’ve been poking around and found out that no plugins are loaded and when I try to load them it looks like they’re looking at my maya 2008 folder (which is obviously still installed, we will switch completely to 2009 when our game export tools are updated to it).
