I am having a problem with my move scale and rotate tools, they do not show up in all of the orthographic views, the scale tool for example will only show in the persp view not the side front or top view same goes for the rotate tool, any help would be greatly appreciated Thank You.

It repairs:
1) Reinstall Maya or
2) Download new video drivers or
3) Reinstall OS (Better XP) or
4) Trash your computer and buy the best for the present time.

its happening every time ???? if not then check in your panel manipulators are ON. Also you can reset your maya preferences. reboot your machine & check.

yeah Art Petrovich’s suggestions might be a bit drastic. Most of the time this this is because of your preferences getting messed up, delete them from your my docs folder and restart

this sounds dumb but try centering the pivot too, sometimes the pivot is far away from the object so it appears in persp but not the ortho views
