Add hair to character before or after blend shapes?

I am working on a animation for a film project that requires the model to have a beard.  I have the model completed and I was wondering if the next step is to paint the hair on the model before creating the blend shapes, or does it matter when the hair is applied?

It is not technically necessary to do the hair before the blendshapes...but it may be a good idea.
The reason I suggest at least roughing the hair in, is to make sure your model is right for the final look.
You may find that once the hair is added the face/chin/cheeks are too big or too small… or some random thing may catch your eye with the addition of the hair.
You may also find some small model change that may make the hair a little easier to work with.
Again, this is just an opinion, not a workflow requirement.

Thanks, I’ll give it a try.  I need to adjust my base model a bit more to make it look less...angry.

Here is a follow up question.  I have completed three different ways of applying hair to the mesh, however, two of the methods are not attached to the mesh.  The third hair design relies upon applying a hair system to an existing curves shape.  My question is what is the best way to attach the nurbs curves to the mesh so it will deform with each blend shape?
