Face in Clouds?

Hey all,
i was wondering what’d be the best way of achieving this kind of effect: (see attached)
I just need the clouds forming first, billowing and then the face appearing.
I tried having a cloud bank using textures billowing in the background and I created a second container emitting fluids from an animated face. It just doesn’t look the same.
I’d appreciate any help.

first of generate particles from an object
get the particle position ,
get fluid attr ,
set the voxel to the position of each particle ..

and you have the bare bones of the setup..

and then you can go on teak the turbulance so on and....

Thanks for the reply, In order to get a nice cloudy look using particles ( with a fluid shader) I have to emit alot of particles.  In order to get overlapping I have to increase the radius but I lose all the detail in the face.
I tried applying a 3D fluid texture to the actual face object. it looks nice but the silhouettes are super sharp. Can I apply the same fluid texture to the transparency so I get a nice cloudy look? I just don’t know connect what to what?
