Is it possible for a constraint to be affected by the collision object model?

Hi

I am using dynamic constraints on a large spherical model. I want to next scale up a collision object from underneath so to the fabric will will stretch out and receive some interesting form. There are a handful of dynamic constraints along some edges, where the fabric needs to be taught (like a stitch line).

My question relates to the dynamic constraint. Is it possible for the constraint to be affected by the collision object model? If so, what settings are best, ie rubber band, spring etc.
Ideally I need the constrained edges to push up with the collide as well, but also have the taughtness of the seam line, hope that makes sense ? In some tests, the dynamic constraint has stayed stationary, and lots of issues occur as the collision object gets near
