I am trying to create a scene in which the sails of a ship are blowing in the wind. However, I do not want the movement of the ship to affect the cloth simulation. Is it possible to run and save the cloth simulation of the sails, creating nice movement. Then group/constrain or parent the moving sails to my moving ships.

You can constrain the cloth to your ship. Cache out the simulation using wind, etc… Then animate your boat. The cache will playback without being influenced by the boats movement. It will take a little planning on your part to make sure your cache timing is right.
