I have a dynamics sim that I need to run at 1/2 speed.  I set the cache oversampling to 2 which makes it calculate frames by .5, I then set By Fame: to 0.5 and Renumber to from 1 by 1 in the render globals.  When doing a local render it stops after frame 1 - I need to pass this onto a render farm so I need the cl varibles to do so and they are not in the documentation to the best of my knowledge.

These are classic particles with a fluid shader setup (shipkov style) and a cache set to oversample:2
