Random surface placement and changing aim direction?

So, I’m trying to make a flower but instead of pedals it has butterfly wings. After an arbitrary amount of time the butterflies fly away. I’ve found a way to place the butterflies on the surface so they are perpendicular to the surface normal. What I still need help with is to set something up to control a random rotation per instanced geometry while still having them perpendicular to the normal AND when they fly away have them fly going face first. The attached file should explain things more clearly. any help is appreciated.
