Highway sign material?

Does anyone have an idea about how to make the type of paint that they use or highway signs.  I dont know exactly how to explain this.  The signs turn brighter or more luminescent when headlights are shinning on them but only when you are faceing the sign...not when you are looking at them from an angle.

I’d use a sampler info node to drive the reflectivity channel of your material,this would allow you to control how reflective the material is based on the angle from the camera/light source.
