I am studying scripts in maya 2010 using as much MEL as Python and I have some you doubt: 

1 - as much MEL as python they are interpreted languages there is some it sorts things out of encriptING the
scripts for the users not to have access to the code source to the you execute them? 

2 - to execute in python it is necessary to install the python or the maya 2010 it already comes with him?

With MEL, no way. With Python, you could give people the .pyc files only.
