UI Elements in Windows or Shelves/Scripts in Windows

Can someone please tell me how to create a new UI element or a Window that can contain maya scripts?  I want a hovering shelf that is visible in Advanced mode.  I want it to be contained in a window with frames.  On the left side, I want to have a list of shelves, each containing scripts.  On the right side, I want to have the same thing, or something like my tools. 
So, how can I put things like Shelves, Tools, etc, in a window?

Please correct my terminology if I messed up.  Thank you.

So whats advanced mode? And what does it mean “contained in a window with frames”?

After reading this a couple of times I wounder are you trying to rewrite the Maya interface? if you are good luck. If you want some floating windows that have the functionality of the shelf’s and the toolbox that is totally do-able. But what are you trying to do?
