How do I create this surface?

I’d like to create a tube like shape that is curved into an L. The bottom has one profile, the middle constricts to a circle profile and the other end expands out to an hour glass shape. See image below:

Which tool do I use in Maya 2011 to create this surface?

I was thinking that I would use bi-rail but I don’t know how to go around the bend..... extrude doesn’t seem to work ether .... and if I use loft, how do I curve around the bend?

Loft should work. it is under “Surfaces” (F4) category
well and you don’t actually need that curvein the middle
