I can't find the "Tool Settings Editor"

I am on a new leason and i can’t find the Tool Settings Editor to turn off Soft Select.  Can anyone here help me i’m still learning to use maya 2011.

the Hotkey to turn on and turn off for soft selection is “b”

thas weird because this is what it says, “Make sure that Soft Selection is turned off by opening the Tool Settings Editor with the Select Tool active and unchecking the box marked Soft Select”

That answer is correct, too.

You can access it that way using the Window -> Settings/Preferences -> Tool Settings menu.

Double click on the “Move” tool, and the settings editor will appear docked on the left side of your screen (2011).
