Skin weights over 1!!

Ok this is driving me bonkers. I’m skinning a character and the weights keep totaling up over 1. if I add some weight to 1 joint, then another, it will just add to like 1.5 or 2..
Why is it doing that and how do I make it stop!?!??!

Then turn on normalization.
If skin normalization mode is already set to Post, maya normalizes weights internally, without messing up with the weights of vertices.
So If total weight per vertex is more than 1, think of the real weight per vertex as weight/sum.
