I have a scene that has a City Scene; a car; 2 characters (bones/joints) 6 cameras and Lights. All of which are being animated. I understand that I need to plot the characters and then merge them back into Lightwave 3D; however I am not clear as the best way to get the animated cameras and the animated car back into Lightwave? I want to do all the animating in Motionbuilder if possible. Any and all is truly appreciated.

I found its best to export just the animation back to the original package. Plot the character(s) then go to file - export animation, then just import the file. Make sure you don’t change bone/object names in MB before export. This works in 3d max, I’m not sure about lightwave however. Hope this helps.

but what about the camera and other object with no bones/joints; same way?

I would assume so, but I have never tried it.  Just plot and animation and export.  When you import the file lightwave should realize that the animation in the file belongs to an object in the scene.  At least 3d max does.  Cheers.
