bump to normal doesnt work with 3ds settings

If I create a normal map from a bump using Muds Maya/XSI settings everything looks the same but if set it to 3ds max settings it looks bad, I’m assuming this is a bug. Anybody else notice this?

I swap the material display settings too, so its not that
