posing weight problem using brush/paint tool

i can not figure out what i am doing wrong when posing joints in Mudbox… i notice that when i use the paint tool to manual attempt to correct weights, i will sometimes end up with vertexs that appear to be in a 100% controlled weight getting scattered..

any tips on what i might do to fix this or avoid?

just incase anyone else has this issue.. two things were causing it.

1).  to many joints in a bone chain (no more than 4 should be used)

2).  falloff brush value in certains cases may cause this (not as shown in attached image, just in certain cases)

I have this problem.
The model is default mudbox model so i exclude topology.
Tried add joint in different subd levels and with different fall off.
In the pic only 3 joints.
All the time same result.
Any idea?
