problems with normal maps

I’m having problems with my normal map bake. I am baking down from level 7 to level 3 of the same model. I’ve taken a bunch of screen shots. You can see them along with my bake settings here.

venom6.jpg shows the seams of the normal map which are being created along the UV seams. Why is it doing that?

Seams1.jpg shows some other strange seams. VenomUV1.jpg shows the UV island for his right foot. The seam that I labeled “1” disappears when I increase the search distance. I know why it does that, but I don’t understand why there is such a huge color difference between these two UV islands and why I still have the odd patch below the seam, which is labeled “no UV seam” in the image.

Any help would be much appreciated.
