Is it possible to take all the lower menu options and dock them to the top? I feel it would be more comfortable to move ones hand upward to select a brush, stencil or stamp then moving downward.

Why move your hand at all? 1 through 9 on the keyboard will select each tool. You can even rearrange them to your liking.
