Displacement values appear to be in the wrong range

1) So I have a plane created in another app inside mudbox
2) I displace the mesh such that it only displaces up. I have no verts that have a negative y value.
3) I setup a Texture Bake operation with the values below…

4) I run the bake, and I get the following informaton…

Displacement values are in range: -3.28:10:53

Why is it that the displacement exists in a negative space, when no vertexes of my mesh are going below the y axis?
