Newbie with a question about the eyedropper tool

I am a new user and very confused. I have been trying to reselect previously used colors with the eyedropper tool however every time I do this the color ends up a shade lighter than the color I selected. Is this what the eyedropper tool is supposed to do and if so what tool can I use to select previously used colors.
