I could not find a better place to ask these questions, XNA seemed like the closest forum for this.  Please let me know if there is a better forum for this.

Issue #1 (question):
Currently I am using ModTool 6.01 Mod Tool.2008.1218 trying to export directly to the dotXSI format which I will later consume on my game engine’s tool chain.

When I try to export via File->Export->dotXSI, using version 3.6 if I set the Polygon Type to export to Triangles or Triangle Strips Mod tool gives me an error message and then crashes.
Error:
Function not implemented in EXP version.
Error:
Failed to save scene before system failure.

Obviously the crash is not expected, but is ModTool supposed to be able to export to triangles/strips?  I could not find info on this on the docs.

Issue #2 (bug report):
Crosswalk v3.11 cannot be used cleanly on Visual Studio 2005, the compiler complains about tempalted classes having dllimport decorations, which are not valid for template classes or function instantiations.
Removing “XSIEXPORT” from template classes CSLArrayProxy (sl_array.h) and CSLEnumProxy (sl_enum.h) fixes the compilation problem for me, but it is probably not the right solution.

The reason why this is probably not the right solution is because CSLArrayProxy is fully templated so it should not use dllimport/dllexport, CSLEnumProxy on the other hand on top of being templated also implements a publis interface (CSLAnimatableType) which could cause issues with its usage down the road again.

Let me know if there is a better forum for this.

Have you tried updating the Mod Tool to 7.5 and Crosswalk 3.3?
