Zeroed rig values becoming un-zeroed

I’m running into this problem on a rig I’m creating. Once in a while, I’ll find that certain bones have small values on them at what should be their 0,0,0 rest state.

I realize that sometimes parenting and unparenting certain things can do this, but I usually remember to “set Neutral pose” again to fix it. Sometimes, maybe after some rig testing, I’ll find that one pesky bone is not at zero anymore, and I have no idea why this keeps happening.

Maybe someone can clarify when to “freeze” rotations, instead of setting the neutral pose.
