Can't rotate vertices in Z

I’m trying to rotate this loop in z on this cylinder which has itself been rotated 90

in Z.

I can rotate the other cylinder loops, they haven’t been rotated though. Mod Tool.

Never mind, I clicked on COG, froze the modeling, then clicked on ‘rotate tool in
3 axes’ (why would this get turned off?)icon in the transform menu, probably the 3rd thing that did it.
